Roberta Fallon and Libby Rosof created the Zero .1% For Art Commission in 1998 to distribute art to the general public. The Commission's specific mission is to put art in the hands of 0.1 percent of the population of Philadelphia in the belief that reaching that goal would reestablish a critical lost link between the general public and art.
